Economic Security for All (EcSA) Final Evaluation Report
August 29, 2024
Economic Security for All (EcSA) is a poverty reduction initiative of the Washington Employment Security Department (ESD) that supports the development and testing of comprehensive, locally driven approaches to help low-income people move toward sustained economic self-sufficiency.
SPRĀ evaluated the implementation and early outcomes of the EcSA initiative, examining how EcSA projects implemented their local programming and explored which practices showed promise for replication by other communities to reach similarly positive systems-building results. This Final Evaluation Report provides an overview of the implementation and expansion of the EcSA program from July 2019 through January 2024, and analyzes program data on key participant outcomes.
